CONSTRUCTION MANAGEMENT SITE SAFETY PROGRAM
Contractor
Qualification
All potential contractors shall be pre-qualified on their
individual safety programs and experience.
Qualification form is found at the end of this section.
The successful bid contractor will be required to supply
safety information as required by SMC's safety requirements. This will be supplied to SMC prior to
mobilization. Reference the forms
provided at the end of this section.
Contractor's Jobsite
Safety Representative
The contractor shall maintain a full time jobsite safety
coordinator who shall enforce the requirements of this project's site safety
plan, the contractor's safety program and that of its subcontractors.
Contractor's
Orientation and Training
The contractor shall maintain a system of safety orientation
and training for its personnel in compliance with any applicable laws, codes
and regulations. It is to be based on
the premise that the safety of people and property shall always take precedence
over concerns of cost and schedule. The
contractor shall be prepared to submit this documentation to the construction
management safety representative upon request.
Contractor's Safety
Meetings
The contractor shall hold weekly safety meetings. Topics shall include, but not be limited to,
safety rules, hazards, corrective actions, accident prevention and reviews of
accidents and near misses. The
contractor shall be prepared to submit this documentation to the construction management
safety representative upon request.

Orientation
Safety
Lecture
It is the policy of the owner and the construction
management of this project that the contractor shall make all feasible and
practical efforts to provide a safe and healthful place of employment for its
employees and the employees of its subcontractors. The safety efforts on this project are governed, not only by the
owner's and the construction management's rules and regulations, but by
federal, state and local rules and regulations.
Safety is everyone's responsibly and it is in everyone's
best interest to work as a team to prevent fatalities, serious injuries and
occupational illnesses. We must plan
safety into each phase of the work and into each task. We must take the stand that accidents are
preventable and anything less than zero accidents is unacceptable.
To accomplish this we must always take a proactive approach
to safety.
Contractor
Responsibilities
The contract documents should clearly state that the
contractor is directly responsible for the safety of his own employees, the
employees of the contractor's subcontractors, and the employees of the
owner. The contractor shall provide a
written safety program that identifies their organization and policies. The contractor shall be required to
designate a full time safety representative for the duration of this contract.
The construction management safety representative should
cover responsibilities per the contract documents.
Owner’s
Safety Rules and Procedures
Cover any Owner’s site rules and procedures. These shall be supplied by the owner.
Hazardous
Processes, Materials or Equipment
Cover any hazardous processes, materials or equipment that
could be found on the project site.
This information to be supplied by the owner.
Emergency
Reporting and Response
Cover emergency reporting and response procedures. This should be determined by the
construction management safety representative and the owner.
Safety
Inspections and Hazard Correction
The contractor shall perform daily site inspections of its
personnel and work areas and its subcontractor’s personnel and work areas on a
daily basis. The contractor shall
immediately correct safety hazards involving its personnel and its
sSubcontractor’s personnel.
Jobsite Safety Requirements and Personal
Protective Equipment
Hard Hats
Hard hats shall
be worn at all times on the jobsite.
Safety
Glasses
Industrial strength safety glasses with side shields shall
be worn at all times regardless if other eye protection, such as welding hoods
or face shields, is required by the work.
Hearing
Protection
Hearing protection shall be worn by all personnel working in
areas posted as requiring such protection or where directed by the owner's
Representative.
Protective
Gear
Suitable eye, ear, hand, foot, respiratory and other
protection shall be provided and used when required by the contractor, by the
owner's rules, by laws or regulations when it is indicated by prudent work
safety practice or by the owner's representative.
Construction Tools and Equipment
Safety devices and guards on tools and equipment shall be
functional and shall always be used.
Electrical tools and equipment shall be either grounded or double
insulated. Ground fault interruption
protection shall be used.
Scaffolding, work platforms, ladders, stairways, handrails
and the like shall be constructed and maintained in strict compliance with
manufacturers' instructions.
All construction tools and equipment shall be maintained in
compliance with applicable laws, codes and regulations.
Site Safety Audits
The construction management safety representative shall
conduct a daily site safety audit and notify the contractor in writing of any
non-compliance of owner's rules or unsafe work practices. Documentation of correction will also be in
writing by the contractor to the construction management safety
representative. When the non-compliance
is of a serious nature, the construction management safety representative may stop
the work activity and notify the contractor's safety coordinator of his action
and not allow work to resume until such time that the non-compliance is
corrected. The construction management
safety representative should only point out violations and discrepancies in
reports and correspondence. They should
never attempt to discipline or correct the contractor’s employees, the
contractor’s subcontractor employees, or provide specific solutions to
non-compliance items.
The last statement in the report on non-compliance shall
read "This report does not include every loss potential, but only relates
to the hazards examined and described in this report". It does not include violations of any
federal, state or local statute, ordinance or regulation due to no judgment
having been made as to whether or not such violation exists.
Work Permit And
Procedure Requirements
Cover any required procedure or permits such as:
Hot work
permits
Confined
Space Entry permits
Lockout and
Tag out procedure
Any others as determined by the owner and the construction
management safety representative.
Weekly Safety Meetings
All contractor's safety coordinators are required to attend
a weekly safety meeting with the construction management safety representative. This meeting will be a review of the past
week's accidents, near misses and concerns.
Any upcoming work will also be addressed.
Contractor's Monthly Safety Report
The contractor shall submit a written report to the
construction management safety representative.
This report shall cover the contractor's employees and each of his
subcontractors. Also, this report shall
include totals for the following information:
The number of man-hours worked.
The number of OSHA recordable accidents.
The number of lost work day accidents.
Contractor's Incident
Reports
The contractor shall report all personnel injury accidents,
property damage accidents, fires, spills and near misses to the owner's
representative within twenty-four hours of the occurrence.
Contractor's
Emergency Plan
The contractor shall maintain an emergency plan, specific to
the jobsite, for dealing with potential emergencies resulting form fire,
weather, accidents, spills and medical emergencies involving its personnel and
its Subcontractors' personnel.
Responsibilities of
the Construction Management Safety Representative
Contractor pre-job safety orientation.
Daily site safety audits.
Notifying the contractor of any
non-compliance items.
Insure that any non-compliance items are
corrected.
When non-compliance is of a serious nature,
stop work until such time as the non-compliance is corrected.
To continually monitor and evaluate the
contractor's safety performance and to notify the Owner of such performance.
To assist the Construction Management in
coordination of the work from a Safety standpoint.
THE CONSTRUCTION
MANAGEMENT SAFETY REPRESENTATIVE SHALL NOT BE RESPONSIBLE FOR THE FOLLOWING:
Administering the Contractor's individual
Safety Programs.
Providing specific solutions to
non-compliance items.

Contractor Safety Requirements
1. Purpose
To inform all bidding contractors of the requirements of Standard
Maintenance Company, LLC’s safety program. The successful bidder will be
require to supply the following information prior to mobilization.

As part of the project, we agree to
the following:
A. All contractors will have a designated, and qualified safety
person, and if any contractor exceeds
20 employees, this will be a full time onsite position. If safety issues with a
contractor are found, this may require a full time onsite safety person,
regardless of the number of employees.
B. All contractors will have a safety meeting at least once a week,
with meeting notes and sign up sheets turned into SMC weekly.
C. All contractors safety personal will have a safety meeting once
a week, with SMC safety weekly.
D. A copy of SMC’s Safety
Indoctrination will be furnished to all contractors. A full copy of the safety
program will be available in the safety office. SMC will also train the
contractors safety person to SMC’s Safety Indoctrination.
E. All contractors will conduct orientations for all employees
arriving on site, and copies of documentation will be given to SMC.
F. All contractors will notify SMC of any accidents or incidents,
no matter how minor, as soon as possible. A copy of the accident/incident
reports will be given to SMC before the end of the day.
SMC will provide assistance in the
investigation if requested. SMC reserves the right to investigate and
accident/incident happening onsite. All affected employees will be drug and
alcohol tested.
G. All contractors will conduct
a weekly written safety audit, with copies to SMC. SMC will conduct a
written audit, weekly, and furnish a copy to all contractors. Any deficiencies noted
will be corrected in a timely manner.
H. Copies of all contractor safety programs will be submitted to SMC,
along with hazardous communications materials and OSHA 200 logs. All operator
training and other documentation should be submitted prior to starting the job.
I. SMC reserves the right to remove any contractor employee from
the jobsite.
K. All scaffolds shall be built per 1926.451. Scaffold tags as per SMC’s
Safety Program will be furnished to contractors by SMC.
L. All PPE , including but not limited to safety glasses, hardhats,
and shoes will meet the requirements set forth by OSHA and ANSI.
M. SMC will furnish to all contractors, a copy of the site
emergency plan. It is the contractors responsibility to train their employees,
and furnish proof of training.
Contractors must have an up to date employee onsite roster at all
times.
N. All contractors will be required to meet 1926 subpart D for
sanitary facilities for their employees, and to provide for first aid treatment
for their employees.
O. An emergency contact list will be provided to SMC, for after
hours usage if necessary.
P. All
OSHA and governmental required postings will be posted on the site by each
contractor.
